Groundbreaking: Tipton 55-Apartment Scheme
Last week Torsion Group joined Sandwell Metropolitan Borough Council to mark the start of construction on a 55-apartment affordable housing scheme on East and West Union Street, Tipton. The event brought together council representatives, local stakeholders, and members of the supply chain to celebrate the first visible step in the town’s Levelling Up Fund programme.
The scheme delivers 55 energy-efficient one- and two-bed apartments across two new blocks on cleared sites either side of Union Street. These works form part of a wider Levelling Up programme, supported by £20 million of government funding and council investment, which seeks to deliver up to 65 affordable homes in Tipton alongside new green space, improved public realm and safer streets for pedestrians and motorists. A further planning application submitted in January 2025 proposes retention and refurbishment of the former Conservative Club, which could deliver a further 15 homes subject to approval.
BBC News Midlands attended the ceremony and interviewed Ed Wootton, Managing Director of Torsion Construction. Ed said:
“We’re delivering 55 high-quality, energy-efficient one- and two-bed homes that meet local need. These homes are practical, well-designed and will bring real benefit to the community and the council.”
Construction has now commenced. The programme will create local construction jobs, support apprenticeships and generate ongoing economic activity for town-centre businesses. The council’s proposed environmental improvements for Owen Street, the precinct, Union Street and the former Tipton Green Branch Canal walkway will complement the new homes and enhance the local public realm.
Torsion’s involvement in Tipton carries particular local significance. Dan Spencer, Torsion Group’s CEO, grew up in the Midlands and the business is committed to delivering sustainable, community-led regeneration that creates long-term value for residents.
We would like to thank Sandwell Metropolitan Borough Council and all partners involved in advancing the scheme. We will publish further milestones and progress updates as work advances on site.
